Slow vehicles, e.g. electric bikes and golf carts, don't need to be registered or insured, nor does a driver need to be licensed (at least in New Mexico). Maybe a short-range single-shot gun could also be exempt (is there such a thing?).

I imagine liability insurance for an AR-15 would be exponentially higher...

And, as for cars, insurance would be higher for 18-25 year old males...
